Minister of Finance Purbaya Confirms 2025 Tax Revenue Shortfall
JAKARTA. Minister of Finance Purbaya Yudhi Sadewa has confirmed that tax revenue in 2026 will fall short of the target set in both the State Budget (APBN) and the government’s outlook.
Citing bisnis.com, tax revenue realization up to the end of December 2025 is projected to reach only IDR 1,947.2 trillion.
The target set in the 2025 State Budget stands at IDR 2,076.9 trillion, while the government’s outlook target for this year is also IDR 2,076.9 trillion.
The confirmation of the shortfall is reflected in a simulation presented by the Director General of Taxes (DGT) on December 6, 2025. The simulation was prepared based on projected revenue realizations from various regional offices of the DGT.
Deficit at Risk of Widening
Under these conditions, the Ministry of Finance estimates that the state budget deficit could widen beyond the outlook projection of 2.78% of gross domestic product (GDP).
To remain safely within the statutory ceiling for the APBN deficit of a maximum of 3% of GDP, the government has stated that tax revenue must reach at least IDR 2,005 trillion.
This means that, compared with the projections submitted by several regional offices of the Directorate General of Taxes (DGT), the government still needs to secure an additional IDR 57.8 trillion in revenue.
Purbaya said the government will optimize state revenue collection through the end of the year to keep the deficit below 3% of GDP. (ASP/KEN)
