Organizational Structure of the State Revenue Agency: Complete with Duties and Work Programs

JAKARTA. The organizational structure of the State Revenue Agency (BPN) was revealed in the document titled “Operationalization of the Rapid Best Outcome Program.”
According to Bisnis.com, the document indicates that BPN will be led by the Head of the State Revenue Authority (BOPN).
This agency will report directly to President Prabowo Subianto and be overseen by a Supervisory Board consisting of the Coordinating Minister for Political and Security Affairs, the Commander of the Armed Forces (TNI), the Chief of the National Police (Polri), the Attorney General, the Head of the Financial Transaction Reports and Analysis Center (PPATK), and several independent members.
Thus, BOPN will function as an organization independent of the Ministry of Finance in its pursuit of state revenue.
In addition, BOPN will be supported by five expert staff members specializing in economic intelligence analysis, political communication, telematics, sharia economics, and state asset law.

Organizational Structure of the State Revenue Agency (BPN)
The core structure of the State Revenue Authority (BOPN) will consist of the following components:
- Principal Inspectorate of the Agency
- Principal Secretariat of the Agency
- Deputy for Revenue Planning and Regulation
- Deputy for Tax Supervision and Revenue
- Center for Data Science and Information
- Deputy for Non-Tax State Revenue (PNBP) Supervisory and Collection
- Deputy for Customs Supervision
- Deputy for Law Enforcement
- Deputy for Intelligence
- Center for Research and Employee Training
- Provincial Representative Heads (Echelon 1b level)
- Vertical Units Formed As Needed
Work Programs of the State Revenue Agency
In the short term, there are two urgent agendas for the institution that will manage tax collection.
First, to carry out preparation, placement, and organizational consolidation. Second, to secure the 2024 state revenue target and formulate strategic tax policies.
In terms of organizational consolidation, BOPN will conduct recruitment for echelon 1 officials, form a transition team while maintaining coordination with the Ministry of Finance, determine the agency's headquarters, and discuss the budget.
Meanwhile, in pursuing revenue targets, BOPN will establish a task force for state revenue and safeguard 2025 revenue collection.
Several strategic policies being prepared include employee income tax, the Value-Added Tax (VAT) rate in 2025, and the exemption of Sales Tax on Luxury Goods (STLG).
In addition, BOPN will also prepare policies for Non-Tax State Revenue (PNBP) in the natural resources sector, separated state assets, asset discoveries, as well as evaluate the implementation or close potential loss gaps in the Coretax system. (KEN)
