Tax Revenue Realization for January–May 2025 Contracts by 7.4%

JAKARTA. The Ministry of Finance recorded net tax revenue of IDR 683.26 trillion for the period January–May 2025, reflecting a 7.4% contraction compared to the same period in 2024.
Net tax revenue refers to gross revenue minus the tax refunds (restitutions) paid to taxpayers.
The gross tax revenue for January–May 2025 reached IDR 895.77 trillion, showing a modest growth of 0.2% compared to the same period in 2024.
Deputy Minister of Finance Anggito Abimanyu explained that the decline in net tax revenue was due to an increase in the amount of restitution obligations that matured during the period.
Breakdown of Tax Revenue as of May 2025
In detail, tax revenue for the January–May 2025 period consists of:
- Non-Oil and Gas Income Tax (ITA), IDR 420.0 trillion
- Value-Added Tax (VAT) and Sales Tax on Luxury Goods (STLG), IDR 237.9 trillion
- Land and Building Tax and Other Taxes, IDR 5.04 trillion
Overall, tax revenue in the first five months of this year was affected by declining commodity prices, particularly nickel and crude oil. However, several key sectors still recorded positive performance.
Income Tax Article 21 (ITA 21) Revenue
As of the end of May 2025, ITA 21 revenue amounted to IDR 120.3 trillion, a 1.1% increase compared to January–May 2024. ITA 21 revenue had experienced a contraction in January–February due to the impact of the policy shift to the Average Effective Rate (TER) calculation method.
Domestic VAT Revenue
Domestic VAT revenue collected as of the end of May 2025 stood at IDR 255.4 trillion, down 5.86% compared to the same period in 2024.
Income Tax Article 25 (ITA 25)
ITA 25 revenue for the period January–May 2025 was recorded at IDR 193 trillion, marking a 5.21% increase compared to the same period in 2024.
The performance of ITA 25 revenue serves as an important indicator of corporate financial health in Indonesia, as ITA 25 represents monthly tax installments paid by companies throughout 2025.
Although the cumulative performance remains positive, monthly, ITA 25 revenue in May declined by 7.3% compared to April 2025. (ASP/KEN)
