The 2026 Draft State Budget Discussion: State Revenue Target Increased by IDR 5.9 Trillion

JAKARTA – The government and the Budget Committee have agreed to increase the state revenue target in the 2026 Draft State Budget (RAPBN) by IDR 5.9 trillion.

This agreement was the outcome of a Working Meeting held on Friday (September 4), attended by Minister of Finance Sri Mulyani Indrawati, Bank Indonesia Governor Perry Warjiyo, and Minister of National Development Planning/Head of Bappenas Rachmat Pambudy.

According to an official release from the Ministry of Finance, the previous revenue target was set at IDR 3,147.7 trillion and has now been revised upward to IDR 3,153.6 trillion.

The additional revenue is primarily supported by customs and excise receipts as well as non-tax state revenue (PNBP). Customs and excise revenue in the 2026 RAPBN is projected to reach IDR 336 trillion, while total PNBP is expected to increase to IDR 459.2 trillion.

Meanwhile, tax revenue remains unchanged at IDR 2,357.7 trillion.

Several customs-related policies are expected to impact state revenue, including tobacco excise policies, intensified import duties, and extended coverage of export duties. In addition, the government is reportedly planning to start imposing excise on sugar-sweetened packaged beverages.

The additional revenue of IDR 5.9 trillion will be allocated to increase the state spending reserve by IDR 5.2 trillion and the education budget reserve by IDR 0.7 trillion. (ASP/KEN)
