Boosting Revenue, Ministry of Finance Reviews Imposition of Excise on Motorcycles and Coal

JAKARTA — The Ministry of Finance is currently reviewing the possibility of classifying motorcycles and coal as new excisable goods. However, this excise extension plan is not expected to be implemented soon.

According to bisnis.com, the Director General of Customs and Excise (DGCE), Askolani, stated that although the study is ongoing, the imposition of excise on motorcycles and coal has not yet been included in the State Budget (APBN).

The plan to impose excise on motorcycles and coal stems from an evaluation of the 2024 performance of the DGCE, as outlined in the 2024 Performance Report of the DGCE, Ministry of Finance.

The document states that to optimize state revenue, excise extension (ekstensifikasi) needs to be pursued.

Pursuing Excise Revenue

As a reference, the Directorate General of Customs and Excise (DGCE) collected excise revenue of IDR 192.7 trillion in 2024, equivalent to 78.3% of the target. This amount also represents a 2.8% increase compared to the same period in 2023.

In the 2025 State Budget (APBN), the government has set a target of IDR 244.2 trillion in excise revenue. As of the end of March 2025, the realized excise revenue stood at IDR 57.4 trillion.

To achieve this target, the government plans to strengthen enforcement against illegal excisable goods and implement excise on packaged sugar-sweetened beverages (MBDK). However, the plan to impose excise on MBDK (in Indonesian: minuman berpemanis dalam kemasan or MBDK) has yet to be realized.  (ASP/KEN)
