Tax Revenue as of October 2025: Down 3.86% and Only Reaches 70.2% of Target

JAKARTA. As of the end of October 2025, tax revenue only reached IDR 1,459 trillion. This amount represents a 3.86% decrease compared to the realization of tax revenue in October 2024. Moreover, it only accounts for 70.2% of the government’s full-year tax revenue target or outlook.


In the 2025 first semester report, the government projected this year’s tax revenue to reach IDR 2,076.9 trillion. This means that in the remaining two months, the government must collect an additional IDR 620.9 trillion in tax revenue.

Deputy Minister of Finance Suahasil Nazara stated that the performance of tax revenue was influenced by several factors, one of which was the volume of tax refunds (restitution). Without restitutions, tax revenue as of October could have reached IDR 1,799.55 trillion.

All Tax Types Experience Contraction

When broken down, nearly all types of taxes experienced a contraction. Several taxes that declined include the Corporate Income Tax, Individual Income Tax, and Income Tax Article (ITA) 21, as well as the Final Income Tax, ITA 22, and ITA 26. Additionally, Value-Added Tax (VAT) and Sales Tax on Luxury Goods (STLG) also declined.

Meanwhile, only the other tax revenue category showed positive growth. This was due to top-up deposits made by taxpayers. “These other tax revenues will be categorized into specific tax types once taxpayers fully submit the Annual Tax Return,” said Suahasil on Thursday (November 20).

State Budget Deficit at 2.02%

As of October 31, 2025, the realized state budget (APBN) showed a deficit of IDR 479.7 trillion or 2.02% of Gross Domestic Product (GDP). This is because total state revenue stood at IDR 2,113.3 trillion, while total state spending reached IDR 2,593 trillion. The total state revenue includes not only tax revenue but also customs and excise revenue amounting to IDR 249.3 trillion and non-tax state revenue (PNBP) of IDR 402.4 trillion.

Meanwhile, total state spending consisted of IDR 1,879.6 trillion in central government expenditures and IDR 713.4 trillion in transfers to regions. (ASP/KEN)
