Coretax Issues: Airlangga Calls for Special Tax Invoice App for Certain Entrepreneur

JAKARTA. To anticipate technical issues in the Coretax system, Coordinating Minister for Economic Affairs Airlangga Hartarto has requested the Directorate General of Taxes (DJP) to provide a specialized application for generating tax invoices for Fast-Moving Consumer Goods (FMCG) entrepreneurs. The FMCG sector includes industries related to consumer goods and retail businesses.
Businesses in this sector have reportedly faced difficulties in issuing tax invoices through Coretax. Unlike other industries, FMCG companies are required to generate a large number of tax invoices within a short time.
The new system is expected to accommodate the needs of entrepreneurs by enabling faster tax invoice issuance. "I have requested that companies issuing a high volume of invoices have their dedicated system," Airlangga stated on Monday (Feb 3), as quoted by Bisnis.com.
Tax Revenue at Risk
If this issue is not resolved promptly, Airlangga fears it could impact this year's tax revenue. This concern is well-founded, as tax revenue in Indonesia has long been dominated by consumption-based taxes, particularly Value-Added Tax (VAT) and Sales Tax on Luxury Goods Sales Tax (STLG).
For context, in 2024, VAT and STLG revenue reached IDR 828.5 trillion, accounting for 42.9% of total tax revenue that year, marking an 8.6% increase from 2023.
Meanwhile, in 2025, VAT and STLG are projected to contribute 40.8% of the total tax revenue target of IDR 2,189.3 trillion.
Flexibility in Using e-Faktur and e-Nofa
For reference, the Directorate General of Taxes (DGT) has previously granted certain companies the flexibility to continue using the e-Faktur (e-Invoice) desktop version and e-Nofa applications, in addition to Coretax, for generating tax invoices.
This flexibility is outlined in Director General of Taxes Decree No. KEP-24/PJ/2025, which took effect on January 15, 2025.
Under this regulation, DGT has set criteria for VAT-Registered Persons (PKP) eligible to use the e-Faktur desktop version and e-Nofa, specifically, those issuing a minimum of 10,000 invoices per month. Based on these criteria, 790 PKPs have been approved to use these systems. (ASP/KEN)
