Tackling the Challenges of New VAT Rate Implementation in the MUC Bijak Webinar
JAKARTA. Starting the new year, MUC Consulting is once again hosting the MUC Bicara Pajak (Bijak) tax webinar, which will delve into the Ministry of Finance Regulation (PMK) No. 131 of 2024 and the Directorate General of Taxes Regulation (Perdirjen) No. PER-1/PJ/2025, related to the implementation of the new VAT rates for taxpayers.
Previously, taxpayers had been preparing to apply a 12% VAT rate for all goods and services transactions, as stipulated by the Harmonized Tax Regulation Law (UU HPP).
However, as the year came to a close, the government announced a new VAT rate structure. Under this system, a 12% VAT rate applies to luxury goods, while for non-luxury goods, an effective VAT rate of 11% is imposed. This is based on an alternative tax base (DPP) calculation of 11/12 of the selling price.
This shift has introduced several challenges for taxpayers in implementing VAT collection, such as the procedures for preparing tax invoices, handling VAT that has already been set at 12% starting January 1, 2025, and difficulties in accessing the tax information system via Coretax.

The webinar titled “Challenges in Implementing New VAT Rates for Taxpayers” aims to provide participants with a thorough understanding of the potential challenges taxpayers may encounter during the implementation of the new VAT rate policy. Topics covered include the application mechanism for the new rates, adjustments to tax reporting systems, and solutions to possible technical difficulties.
The webinar will take place on Monday, January 20, 2025, from 2:00 PM to 4:00 PM WIB, via the Zoom platform and live streaming on MUC Consulting’s YouTube channel. The keynote speaker will be Karsino Miarso, Partner at MUC Consulting, accompanied by Yudha Wijaya, Senior Tax Counselor from the Directorate General of Taxes (DGT), and Cindy Miranti, Tax Advisory Manager at MUC Consulting. The session will be moderated by Hafidz Al Faruqi, Tax Compliance Supervisor at MUC Consulting.
