Slow Access to DGT’s Coretax System: Causes and Solutions

Are you having trouble accessing tax services available through the Coretax system? One possible reason could be the system's slow processing time for each required service due to latency.
This issue has also been acknowledged by the Directorate General of Taxes (DGT). According to the tax authority, latency, or the time needed to access certain services in the Coretax system, is indeed still slow, often resulting in lag.
There are five tax services within Coretax that have drawn attention for latency issues: the login process, taxpayer registration, Periodic Tax Return (SPT Masa) services, tax invoice services, and tax withholding slip management services.
In fact, among these five services, latency has increased in four of them. Only the login service has shown stable performance, with latency remaining below 0.1 seconds.
Lag in Tax Services
This issue was outlined by the Directorate General of Taxes (DGT) in its written statement No. KT-12/2025, released on Wednesday (April 23). The following are four Coretax tax services that are still experiencing slow access times, commonly referred to as lag:
1. Taxpayer Registration
There was a slowdown in accessing the registration service on March 25, with latency reaching 1.13 seconds. This was due to an increase in the number of new taxpayer registrations, which added to the system traffic. However, DGT noted that latency consistently declined afterward, reaching 0.06 seconds by April 2025.
2. Periodic Tax Return (SPT Masa) Service
DGT reported a significant spike in latency for the Periodic Tax Return service on March 26 and 27, reaching 21.231 seconds and 30.1 seconds, respectively. Nonetheless, according to DGT, by April 19–25 the latency had dropped to just 0.00118 seconds.
3. Tax Invoice Management
Another Coretax service experiencing a slowdown was tax invoice management. On April 15, 2025, latency for this service peaked at 9.368 seconds. Still, DGT stated that by April 19, latency had decreased to 0.00118 seconds.
4. Tax Withholding Slip
The tax withholding slip management service also saw a surge in latency on April 15, reaching 51.90 seconds, or nearly a full minute. This marked the highest latency among all Coretax tax services.

Efforts to Improve Coretax Services
Despite the issues, the Directorate General of Taxes (DGT) claims that several improvements have been implemented to reduce latency in Coretax services.
1. Improvements to the Registration Service
In the registration or enrollment service, improvements are evident in the more stable and responsive matching of National Identity Numbers (NIK) and Taxpayer Identification Numbers (TIN). Additionally, DGT has adjusted the TIN registration process for various taxpayer types, including foreign nationals and legal entities.
Enhancements have also been made to the VAT-Registered Person (PKP) confirmation menu, account activation requests, taxpayer data updates, and the process for appointing tax collectors. Moreover, DGT has fixed bugs related to the uploading and downloading of required documents to ensure smoother processing.
2. Improvements to the Tax Invoice Service
The DGT has also made several adjustments to the tax invoice management service:
First, improvements were made to the validation and creation processes for tax invoices, including code 07 invoices, return notes, and advance payment returns.
Second, adjustments were made to the tax period, supporting documents, and PDF access buttons, so that only documents witha valid status can be downloaded.
Third, DGT resolved bugs causing tax invoices to not appear in the buyer's input tax list and made adjustments to the rounding of transaction values.
3. Improvements to the Tax Withholding Slip Service
The tax authority has enhanced the tax withholding slip service by adjusting the import scheme for withholding slips, including both unified and non-resident slips, ensuring alignment with valid payment data.
Further improvements include adjustments to the validation of payment data and the Identity Number of Place of Business Activities (NITKU) .
Third, DGT has adjusted special payment options for government institutions. Lastly, the DGT fixed bugs in the generation of monthly tax withholding slips for permanent employees, including corrections to rounding and the display format of the document contents.

4. Improvements to Periodic Tax Return (SPT Masa) Filing
Fixes have been made to bugs and the submission process of Periodic Tax Returns (SPT Masa) that previously remained stuck in "Draft" status. Additionally, adjustments have been made to the validation of SPT Masa content and compensation mechanisms to prevent data duplication.
DGT also claims to have corrected bugs in the download process of SPT Masa documents and the reporting of taxable objects in the Tax Object Notification Letter (SPOP).
5. Improvements to the Tax Payment Process
Improvements have been made to the processes for filing tax transfer requests, refunds, and installment reductions. Furthermore, DGT has adjusted work unit codes and billing data pre-population to align with official Tax Office (KPP) references.
Improvements were also made to the approval process for refund documents of overpaid taxes and the issuance of legal instruments. The pre-population process for payments in services such as stamp duty imprint requests and Income Tax Article (ITA) 25 installment reductions was also refined. (ASP)
