Sweetened Beverage Excise Approved by Parliament, Tariff Still Under Discussion

JAKARTA. Commission XI of the House of Representatives (DPR) has approved the government’s proposal in the 2026 Draft State Budget (RAPBN 2026) regarding the imposition of excise on Sweetened Beverages in Packaging (MBDK).
The imposition of MBDK excise is part of the government’s policy to increase state revenue through the expansion of excisable goods.
The approval from Commission XI of the DPR was recorded in the results of a meeting with the government held on Friday (22/8) in Jakarta.
However, the DPR requested that the tariff amount to be imposed still requires further discussion. “The tariff must be consulted with the DPR,” said Misbakhun, one of the leaders of Commission XI.
In the RAPBN 2026, the government explained that the purpose of imposing excise on MBDK is to support efforts to control the consumption of products that have negative externalities on health.
Nevertheless, the government acknowledges that this policy needs to be carefully prepared, particularly in terms of business actors and public awareness.
This includes the readiness of businesses to fulfill their administrative obligations, such as the application of excise and its reporting. Therefore, the government sees the need for continuous public outreach.
According to Kontan.co.id, discussions on the imposition of excise on MBDK have been ongoing since 2019. If implemented, the policy will support the government’s effort to achieve the customs and excise revenue target of IDR 334.3 trillion. (ASP/KEN)
